Greystar in the District of Columbia: Attorney General Suit and Complaints

A moody ink-and-wash illustration of a generic neoclassical dome in haze behind brick row-house apartment blocks.

The District's record has four sourced entries: the D.C. attorney general's 2023 RealPage antitrust suit, 2026 voucher complaints, a dismissed Facebook ad case, and a Navy Yard elevator report.

The attorney general's RealPage suit

The central matter in the District is a government antitrust suit. On Nov. 1, 2023, the Office of the Attorney General for the District of Columbia sued RealPage and 14 landlords, naming Greystar Management Services, L.P. The complaint alleges the landlords collectively delegated rent-setting to RealPage's revenue-management software in violation of the District's Antitrust Act. It alleges Greystar operates about 7,730 D.C. units and used RealPage software at buildings including The Gantry and Illume.

The entry lists the case as pending as to Greystar, and no Greystar settlement was found. Greystar has settled related claims elsewhere; see the reports for Tennessee, where the private class action sits, and California. Those are separate matters and do not resolve the District's suit.

Voucher discrimination complaints

On July 14, 2026, Housing Rights Initiative filed 114 complaints with seven state and D.C. agencies, including the D.C. Office of Human Rights. Based on undercover testing, the complaints allege that Greystar properties rejected Housing Choice Voucher holders, imposed unlawful conditions, and refused to count voucher assistance toward income requirements. They are allegations and are listed as pending. The filing also reached Hawaii; see the Hawaii report.

Facebook housing ads and age

In July 2020, Housing Rights Initiative and an older D.C. resident sued 10 property managers, including Greystar, in Opiotennione v. Bozzuto Management Co. (D. Md., 8:20-cv-01956). They alleged the managers targeted Facebook apartment ads to exclude users over 50, and had earlier filed age-bias charges with D.C. and Montgomery County human rights offices in September 2019. The district case closed in July 2021 and the Fourth Circuit affirmed dismissal on standing grounds in March 2025, so the claims were not decided on their merits.

Collections complaints on a review site

Separately, Trustpilot reviewers in two separate January 2023 posts alleged that an employee in Greystar's corporate accounting and collections department repeatedly called former tenants after move-out, shouting and using what they describe as illegal tactics, and urged others to file complaints with the BBB and the D.C. Attorney General. These are unverified accounts from individual reviewers, and the entry records no agency finding.

Reporting from Navy Yard

In August 2024, NBC4 Washington reported that residents of the 14-story Onyx on First said all three elevators had been mostly out of service for days, calling it a safety and accessibility problem. Greystar, the property manager, referred questions to the owner, which said repairs were underway and elevators were running four hours a day.

Context from national coverage

The 2026 complaint set was also covered nationally. HousingWire reported that testers were told vouchers were not accepted, had to cover 100% of rent, or would not count toward income minimums, and that Greystar said it is committed to fair housing. The Guardian reported the same complaints as alleging 114 violations across six states and D.C.

How to verify

Each record links to its primary source through the story pages. The D.C. attorney general's complaint and the court dockets are the places to confirm current status, since this archive found no Greystar settlement in the District's suit.

District of Columbia has 42 Greystar-managed properties in Greystar's public directory. See the District of Columbia property list. Listing a property does not mean a complaint has been made about it.

This report covers the 4 records in The Greystar Review whose location is District of Columbia. See how the state reports are ranked. Allegations are reported as allegations and settlements as resolutions, not admissions.
