Voucher discrimination complaints, 2026
The most recent Hawaii matter is a set of complaints, not a court ruling. On July 14, 2026, Housing Rights Initiative, with counsel Cohen Milstein, filed 114 complaints with agencies in seven jurisdictions: the Virginia OAG, California CRD, Maryland Commission on Civil Rights, the Hawai'i Civil Rights Commission, Michigan DCR, New Jersey DCR and the D.C. Office of Human Rights. The complaints allege violations of source-of-income laws. Based on undercover testing, they allege that Greystar properties rejected Housing Choice Voucher holders, imposed unlawful conditions, and refused to count voucher assistance toward income requirements. These are allegations, and the entry lists them as pending.
What Hawaii outlets reported
On July 16, 2026, Maui Now reported that a Greystar property in Wailuku was among those named in the Hawaii complaints filed by Housing Rights Initiative.
On Aug. 10, 2026, Honolulu Civil Beat reported that testers sent by a nonprofit were told by agents for Greystar that their vouchers would not work, in alleged violation of Hawaii's source-of-income protections. Both entries show the complaints as filed and pending. This archive has no record of a finding or resolution.
The same filing reached the District: see the report for the District of Columbia.
A federal lawsuit over Kapilina Beach Homes
Separately, on July 18, 2025, a tenant filed Grant v. Greystar in the U.S. District Court for the District of Hawaii (No. 1:25-cv-00300). According to the federal docket, the self-represented tenant sued Greystar Real Estate Partners, Kapilina Beach Homes and the utility-billing firm Conservice, pleading civil RICO and fraud claims. The entry lists the case as pending; no ruling is recorded here, and the claims are the plaintiff's allegations.
How the complaints fit the wider filing
Hawaii was one of seven jurisdictions in the filing. The complaint set was reported nationally as well: The Guardian described fair housing complaints accusing Greystar of refusing tenants who use federal Housing Choice Vouchers in places where that is illegal, alleging 114 violations across six states and D.C. HousingWire reported that testers were told vouchers were not accepted, had to cover 100% of rent, or would not count toward income minimums, and that Greystar said it is committed to fair housing. Neither report is specific to Hawaii, so they are noted here only as context for the same filing.
What the record does not show
Hawaii has a small number of records. This archive records no Hawaii attorney general action, no settlement and no confirmed outcome for any of the four Hawaii entries.
How to verify
Each record links to its primary source through the story pages. The complaints themselves sit with the Hawai'i Civil Rights Commission, and the federal docket for No. 1:25-cv-00300 is the place to confirm the current status of the Kapilina Beach Homes suit.
This report covers the 4 records in The Greystar Review whose location is Hawaii. See how the state reports are ranked. Allegations are reported as allegations and settlements as resolutions, not admissions.
