Housing Rights Initiative filed complaints with the Virginia OAG, California CRD, Maryland Commission on Civil Rights, Hawai'i Civil Rights Commission, Michigan DCR, New Jersey DCR and D.C. Office of Human Rights alleging 114 violations of source-of-income laws. The complaints allege, based on undercover testing, that Greystar properties rejected Housing Choice Voucher holders, imposed unlawful conditions, and refused to count voucher assistance toward income requirements.

Following a civil rights testing investigation by the Equal Rights Center (a fair housing nonprofit, not a government agency), GREP Atlantic, LLC agreed to a five-year agreement covering all Greystar-managed Virginia properties: income requirements based only on the tenant's rent share for voucher holders, no credit-score screening where a voucher covers full rent, signage and training, and 20 compliance tests.
