References
This page consolidates the kinds of sources behind The Philadelphia Civic Wiki. It lists official sources and named reports and outlets drawn from the References sections of the individual articles, grouped by topic and deduplicated. Individual articles carry their own numbered references with titles and dates, which are the more precise citations. See also the Glossary and About page.
1 Source quality and how to verify
Sources are not equal. Primary official sources are the most reliable for the current rules: the Home Rule Charter and Philadelphia Code for city law, the Pennsylvania General Assembly for statutes, the court system for rulings, and department pages on phila.gov for services and contacts. Budget documents, annual reports and testimony to City Council give figures with dates. News outlets are valuable for events, controversies and personnel changes, but should be read for who is being quoted and when. Secondary summaries such as encyclopedias are useful for orientation and are labeled as such in the articles.
To verify a fact, start with the article's numbered reference and then check the underlying official page; office-holders, rates, deadlines and contract terms change, and the articles state them as of a month and year. Budget figures should be matched to the fiscal year. When a question depends on a deadline or legal right, confirm it with the responsible office, such as the City Commissioners for elections, or with a lawyer or legal aid group. This wiki is general civic education and not legal advice. Where a claim could not be confirmed, the articles say so or omit it.
